Results of the BIA HCS Immigration Consultancy Team in 2025
The year 2025 was full of achievements for the BIA HCS team in the field of immigration consultancy. We managed to strengthen our position as a trusted partner for numerous companies and foreign nationals, providing them with support at every step of the immigration process.

In 2025, there were no major changes in this field. However, at the end of the year, specifically in December, a draft law was submitted for public debate which, once approved, will substantially change the entire system and procedures for the local employment of foreign nationals.
In this context, BIA HCS consultants are closely monitoring the decision-making process so that we can align ourselves as quickly as possible with the new legal requirements that will enter into force once the final version of this regulation is published in the Official Gazette.
What challenges do clients most frequently face in the process of hiring non-EU citizens and how does BIA HCS help them overcome them?
In 2025, as well, the main challenges faced by BIA HCS clients in the field of immigration services were long processing times for applications and difficulties in communication with the relevant authorities.
To support our clients, we were actively involved in managing these situations by participating in 35 hearings at the General Inspectorate for Immigration and by sending more than 50 official requests and communications to embassies, consular sections, and the National Visa Center.
How does the approval of the quota of 90,000 foreign workers for 2026 influence BIA HCS’s activity? What challenges does this decision create for Romanian employers?
The reduction of the quota clearly has a negative impact, given the high volume of requests for hiring foreign personnel. In this regard, we note that by mid-January, on the online portal of the General Inspectorate for Immigration, there were already registered applications for work permits covering the entire available period until June, meaning the first six months of the year.
This situation is caused by the reduced quota set for 2026 and by the draft regulation that is expected to completely change the process of hiring non-EU personnel.
Which types of requests regarding the hiring of foreign nationals recorded the highest growth in the BIA HCS portfolio over the past year?
There was no significant growth, as the percentages remained relatively constant. Thus, in 2025 as well, local employment processes as permanent workers represented the largest share, followed closely by requests for hiring foreign nationals as highly skilled workers.
