The Government approved on Thursday, March 27, 2025, the Decision regarding the General Register of Employees – REGES-ONLINE, which will replace Revisal – “the outdated application about the volume of information about labor relations, their complexity, and the evolution of technology,” according to the Executive’s message. Find out how to make the transition from Revisal to REGES easier and avoid any form of penalty from the authorities!
HOW YOU WILL MAKE THE TRANSITION FROM REVISAL TO REGES
From April 1, 2025, the new General Register of Employees – REGES Online – will be available on a dedicated website. At this moment, a test version of the new platform exists, which can be accessed at the address: reges.test.inspectiamuncii.org.
For 6 months, the two platforms (REGES and REVISAL) will run in parallel, with REGES set to completely replace REVISAL starting October 2025 – the program which has managed, since 2011, the data of all employees in Romania.
Thus, employers have a period of 6 months to transition from Revisal to Reges Online, with the access procedure for completing, submitting, and querying data in/from the register to be established by order of the Minister of Labor, Family, Youth and Social Solidarity within 30 days from the date the decision enters into force, according to the explanatory note.
HOW TO OBTAIN ACCESS AS AN EMPLOYER IN THE REGES PLATFORM:
There are two methods by which you can register on the platform:

with a RoID account of one of the company administrators, according to the data from the Trade Registry;

with a digital signature of one of the company administrators, according to the data from the Trade Registry.
Once you have created an account for a company representative, you can also share it with other colleagues who need access to information – HR employees, partner companies, etc.
Important to know! Once you have created the account in REGES Online, the REVISAL program will no longer be accessible – access will be blocked by default.
REGES-ONLINE brings major benefits for employers, employees and authorities
The Reges Online portal will facilitate data access for employees and will simplify and reduce bureaucracy for both employers and employees, as stated in the Government’s explanatory note. The Ministry of Labor has published the benefits of the new portal:
REGES will allow:

Complete digitalization, without needing to install other programs on the computer. The new system allows employee data management directly through a secure web portal;

Real-time online access for employers, employees, and authorities;
-
Interoperability with other national databases;
-
Direct access for employees to their own data, including the possibility to verify in real time the correct registration of the elements of the individual labor contract, such as working hours and salary, and to download an extract proving work seniority;

In-app or email notification of employees for any record submitted by the employer regarding the employment relationship;
-
Elimination of bureaucracy and trips to local labor inspectorates for information;
-
Increased cybersecurity and advanced data protection.
EMPLOYERS’ OBLIGATIONS IN COMPLETING AND SUBMITTING DATA IN REGES

To input data about new employees no later than the day before the start of their activity;

To input the following types of data: identifying data of employees, data about persons with disabilities, the date of conclusion of the individual labor contract, its number and the start date of activity; position/occupation, according to COR or other legal norms; type of individual labor contract, duration of the individual labor contract; place of work: fixed or mobile; working time duration and its distribution;

To enter into the system all changes, suspensions, and terminations of employment relationships (including secondments and transfers), salaries, bonuses, within the regulated time;

To report suspensions of individual labor contracts, including those due to medical leave, unjustified absences, force majeure situations;

To follow a discipline in transmitting data, observing strict deadlines for their reporting. Delays will be penalized.
Data will be accessible in real time to the Labor Inspection, employers, employees, and competent authorities. The database will be interoperable with other national databases – for example, the General Inspectorate for Immigration or the National Office of the Trade Registry.
FAILURE TO REGISTER EMPLOYEE DATA IN REGES BRINGS FINES
According to Article 13, paragraph 1, of the Government Decision, employers are obligated to register in REGES within 6 months from the date this decision enters into force. Within 6 months from the date of entry into force, employers must also complete and submit to the Register all elements of active individual labor contracts at that date which are not found in the REVISAL application, as stated in paragraph 2 of the same article.
Violation of the obligation stated in paragraph (1) constitutes a misdemeanor and is sanctioned with a fine from 15,000 to 20,000 lei. Violation of the obligation stated in paragraph (2) constitutes a misdemeanor and is sanctioned with a fine from 5,000 to 10,000 lei.
Also, fines ranging from 3,000 to 8,000 lei will be applied for failure to transmit data within the deadlines provided by the Government Decision and for failure to transmit modifications made to the data.
HOW TO ENSURE THE ACCURACY OF DATA REGISTERED IN THE NEW ELECTRONIC REPORTING SYSTEM
To avoid reporting errors and any form of sanction from the authorities, begin the transition to the new Reges Online by auditing personnel files, to check the correctness of existing data and to complete missing information.
