Order no. 2207/2014

Order no. 2207 of 17 November 2014, published in the Official Gazette part I no. 845 of 20 November 2014, on the establishment of the indexed nominal value of a meal voucher for the second semester of 2014, specifies as follows:

Comment: For the second semester of year 2014, starting with November, the nominal value of a meal voucher shall be of RON 9.35.

Order no. 2208/2014

Order no. 2208 of 17 November 2014, published in the Official Gazette part I no. 845 of 20 November 2014, on the establishment of the value of the indexed monthly amount paid each month in the form of childcare vouchers for the second semester of 2014, specifies as follows:

Comment: For the second semester of 2014, starting with November, the value of the monthly amount paid in the form of childcare vouchers shall be of RON 440.

Order no. 657/2014

Order no. 657 of 24 November 2014, published in the Official Gazette Part I no. 874 of 2 December 2014, on the approval of the Regulation on the regime of study documents in the higher education system specifies as follows:

Comment: The Regulation, which is an integral part of this Order, governs the management, drawing up and issuance of study papers in the national education system.

Order no. 1449/798/2014

The Joint Order no. 1449 of 28 November 2014 and 798 of 25 November 2014 published in the Official Gazette Part I no. 890 of 8 December 2014, amending and supplementing the Implementing Rules of Emergency Ordinance no. 158/2005 on leaves and social health insurance allowances specifies as follows:

Comment: The main amendments and specifications made by this Order refer to:
• The conditions for obtaining leaves and social health insurance allowances by insured persons through the Statement of insurance for leaves and allowances;
• The leave and maternity allowance for women who give birth within 9 month from the loss of the capacity as insured person;
• The payment of the social health insurance allowances in the event of temporary suspension of the employer’s activity, spin-off, dissolution, judicial reorganisation, judicial liquidation, bankruptcy or other method provided for by the law;
• The category of illnesses the duration of which does not affect the number of days of medical leave granted to the insured persons shall include cardiovascular diseases;
• The value of the amounts recovered from the Single National Social Health Insurance Fund;

Decision no. 1090/2014

Decision no. 1090 of 10 December 2014, published in the Official Gazette Part I no. 901 of 11 December 2014, establishing certain working days as non-working days, specifies as follows:

Article 1 – (1) The days of 24 and 31 December 2014 shall be established as non-working days.
(2) For the days established as non-working days in accordance with paragraph (1), public institutions shall carry out their activity under normal working hours on the days of 13 and 20 December 2014 or shall extend their working time accordingly until 31 January 2015, as per the planning established.

Article 3(2) The provisions of Article 1 shall not apply to the staff of the State Treasury carrying out during those days the specific activities set out by the Methodological Rules related to the conclusion of the budget year 2014.

Article 4 – The provisions of this Decision may also apply to employees in the private sector, to the extent that the social partners so decide.

Decision no. 1091/2014

Decision no. 1091 of 10 December 2014, published in the Official Gazette Part I no. 902 of 11 December 2014, establishing the minimum gross basic wage at country level, specifies as follows:

Comment:

Starting with 1 January 2015, the minimum gross basic wage at country level guaranteed for payment shall be of RON 975, for full-time schedule of 168,667 working hours in average per month for 2015, representing RON 5,781/hour.

Starting with 1 July 2015, the minimum gross basic wage at country level guaranteed for payment shall be established at RON 1050 per month, for full-time schedule of 168,667 working hours in average per month in 2015, representing RON 6,225 lei/hour.

The establishment, for the staff employed under an individual employment agreement, of basic salaries below the level provided for shall represent an offence and shall be liable to fine from RON 1 000 to RON 2 000.
