Comment: The amendments made by the present law refer to:
- the transcription of certificates and statements of marital status of Romanian citizens who have never resided in Romania as well as those who have regained Romanian citizenship;
- drafting the death certificate.
Law no. 191/2013
Law no. 191 of 26 June 2013, published in the Official Gazette Part I no. 397 of 02.07.2013, on the approval of GEO no. 133/2010 for amending and supplementing Law no. 95/2006 regarding healthcare reform in order to increase the efficiency of some institutions and activities in this area, makes the following mentions:
Comment: The present law amends the national health card and the insurance status. In addition are brought modifications in terms of contributions to the fund in case of public system retirees who no longer reside in Romania. Therefore:
Are assured according to this law, all Romanian citizens who reside in the country, as well as foreign citizens and stateless persons who have applied and obtained the extension of the temporary residence or are resident in Romania, as well as the retirees from public pension system who are no longer resident in Romania and who reside in the territory of a state member of the European Union, a state belonging to European Economic Area or Swiss Confederation, or are domiciled in a state with which Romania applies a bilateral social security agreement with provisions for insurance disease – maternity and proof the payment of contributions to the fund, according to this law. In this position, the person concerned signs a contract of insurance with health insurance houses, directly or through an employer, whose model is established by order of the CNAS’ President with the approval of the Board of Directors.
The production of the national health insurance card is performed by the National Company «National Printing » – S.A., which can receive for this purpose money in advance form the Ministry of Health budget, sum representing 30% of the funds allocated annually for the production of this card. Customizing the national health insurance card is done by the Unique National Centre of Personalized Electronic Passports within the General Directorate of Passports, component structure of Ministry of Internal Affairs. Equipments and customization applications required under par. (2), as well as the services needed for these to operate uninterrupted, are provided by the National Company «National Printing» – S.A. and by CNAS.

Comment: Among the amendments made by this order are:
– changing the Income tax declaration;
– changes of the instructions to complete the Declaration regarding payment obligations to the state budget (form 100) and the Declaration on profit tax (form 101)

Resolution no. 478 of 10 July 2013, published in Official Gazette Part I no. 434 of 17.07.2013, for approving the Methodological Norms for the application of Government Emergency Ordinance provisions no. 36/2013 concerning the application in 2013 – 2018 of some measures of social protection for people made redundant through collective deposes effected under redundancy plans, makes the following mentions:
Comment: The present methodological norms contain technical-organizational provisions for implementing the Emergency Ordinance no. 36/2013. Please note that the provisions of GEO 36/2013 regulates the social protection measures from which benefit the persons who were made redundant through collective deposes effected under a redundancy plan, within certain national societies, independent administrations, national companies and companies with state majority capital, national research and development institutes, as well as commercial companies and independent administration subordinate to local governments.
